
David Daser is a renowned technology strategist, digital policy advocate, and entrepreneur with a Biochemistry degree from the University of Jos. Over the years, he has consulted for major national institutions, including the Nigeria Police Force and the Nigeria Air Force, designing and deploying critical IT solutions.
As the founding Director General of PICTDA, he launched transformative initiatives such as Code Plateau and the Silicon Plateau Project, promoting digital governance and equipping young people with future-ready skills. He also served on the Presidential Advisory Council on Technology and Creativity, contributing to national tech policy under Vice President Yemi Osinbajo.
Appointed by President Bola Ahmed Tinubu on August 20, 2024, Daser now leads the Digital Bridge Institute (DBI), where he champions excellence in ICT and telecoms training. He currently serves as Chairman of the National Digital Literacy Technical Working Group (NDL-TWG), spearheading the federal government’s ambitious drive toward 95% digital literacy by 2030.
A dyed-in-the-wool believer in youth empowerment through digital literacy and innovation, Daser remains committed to building a digitally inclusive Nigeria.


Hon. Prof. Paul Sunday Nnamchi is a distinguished academic, engineer, and legislator currently representing Enugu East/Isi-Uzo Federal Constituency in Nigeria’s House of Representatives. He is the current Chairman of Nigeria Irish Legislative friendship committee and the Deputy Chairman of the newly formed South East Development Commission. He serves on key committees including Finance, Health institutions, and University Education, where he contributes to critical national discourse and policy development.
